Taipei — The Kaia DLT Foundation (Kaia) and Taiwan Mobile, one of Taiwan’s leading telecommunications providers, have signed a memorandum of understanding (MOU) to expand the country’s Web3 ecosystem. The partnership combines Taiwan Mobile’s strong local presence with Kaia’s advanced blockchain technology, aiming to lower barriers to entry, foster regulatory-compliant DeFi infrastructure, and accelerate adoption of hybrid digital-asset solutions. — Building Taiwan’s Web3 Community The collaboration will focus first on strengthening Taiwan’s Web3 developer and user community. Both parties will encourage the creation of innovative decentralized applications (Dapps) by enhancing local infrastructure, including potential projects such as stablecoin DEXs and yield-generating protocols. Another key objective is to expand access for mainstream users. Kaia and Taiwan Mobile will explore compliant hybrid deposit and withdrawal solutions that bridge fiat and digital assets. By integrating blockchain-powered rails with trusted financial systems, the companies aim to make it easier for everyday consumers to participate in Web3 without technical hurdles. Driving Compliance and Trust The initiative will also emphasize regulatory alignment and user safety. By fostering an ecosystem of Taiwan-based DeFi protocols built with compliance in mind, the partnership seeks to provide a secure environment that instills confidence among institutions and retail users alike. “This partnership is about unlocking the full power of Web3 for Taiwan,” said Luke Han, Vice President at Taiwan Mobile and General Manager of Fusheng Digital. “With Kaia’s blockchain technology and Taiwan Mobile’s extensive market presence, we can lower barriers to entry, expand infrastructure, and bring the exciting use cases of Web3 to millions of users. Together we share the same mission: to significantly reduce barriers while strengthening compliance and user safety. By combining our strengths, we aspire to set a new benchmark for Web3.” Luke Han, Vice President at Taiwan Mobile & General Manager of Fusheng Digital TWEX and Kaia’s Expanding Footprint Taiwan Mobile has already signaled its blockchain ambitions through Fusheng Digital’s launch of TWEX, the country’s first institutional centralized exchange (CEX). Since debuting in May, TWEX has rapidly gained traction as a secure and compliant gateway for digital assets. Kaia, meanwhile, has been actively working with LINE NEXT, LINE’s Web3 venture, to help transition millions of users from Web2 to Web3. Formed through the merger of the Klaytn and Finschia blockchains—originally developed by Kakao and LINE—Kaia is now Asia’s largest Web3 ecosystem, integrated into messaging apps with a combined user base of more than 250 million. “Taiwan is one of the most promising Web3 markets in APAC, and we are delighted to be collaborating with Taiwan Mobile to build a solid Web3 infrastructure here. Leveraging the strengths of Taiwan Mobile and TWEX, we will promote compliant Web3-powered deposit/withdrawal solutions, accelerating the adoption of Kaia assets and blockchain services while ensuring a more reliable yet handy Web3 UX.” Dr. Sam Seo, Chairman of Kaia Foundation Toward an Inclusive Web3 Future Together, Kaia and Taiwan Mobile envision an open, secure, and inclusive Web3 ecosystem in Taiwan. By combining global blockchain expertise with strong local market reach, the two organizations aim to establish a new benchmark for collaboration between the telecom and Web3 sectors—paving the way for millions of Taiwanese users to experience decentralized services safely and seamlessly.
