Russian State Duma Prepares Bill to Widespread Digital Ruble Payments

The digital ruble payments bill, which has already been approved in its first reading by the State Duma, introduces the concept of a universal code that will facilitate digital currency disbursements, giving banks and retail outlets three years for implementation. The State Duma, equivalent to the U.S. Congress’ lower chamber, has approved the first reading of a bill that prepares the Russian economy for the introduction of the digital ruble, the Russian CBDC. The bill, discussed first by the State Duma Committee on Financial Markets, establishes the concept of a universal QR code that will be adopted by banks and retailers to ease payments using the digital ruble. If finally passed, businesses will have three years to implement this code. Nonetheless, authorities will force money transfer operators to provide clients with transfer details or a link to them in the form of a universal payment code starting January 1, 2026. The introduction of the bill and the dates included hint at a general launch of the digital ruble for the next year. This confirms earlier reports by central bank officials that also pointed to next year as the final date for the release of the digital currency to general audiences. The digital ruble rollout was slated for this year, but central bank governor Elvira Nabiullina postponed it to allow banks and other organizations participating in the pilot to finalize consultations and work out the remaining details. Nonetheless, opinions differ on the degree of adoption this new form of money will enjoy in Russia, regardless of its obligatory deployment. National analysts believe that institutions will be better prepared if the rollout is postponed until 2027 at the earliest, citing technical challenges. The Russian state, however, is preparing to include digital ruble payments for budget allocations, highlighting that these disbursements will contribute to the transparency and visibility of public flows.
