
After nearly a month of government shutdown in the US, activity in Congress has begun to increase. The approaching critical deadlines and rising public pressure have given new momentum to the bipartisan negotiations, which have been stalled for weeks. “Talks have gained momentum. Deadlines usually do that,” Senate Majority Leader John Thune told Politico. Thune and some Republican senators, along with House Speaker Mike Johnson, believe a growing number of moderate Democrats are closing in on a compromise. Democrats, however, have yet to publicly signal concessions. Senate Minority Leader Chuck Schumer, when asked about his plan for the government shutdown, said, “After November 1st, Republicans will have to negotiate with us.” However, some Democratic senators are supporting standalone bills that would mitigate the negative effects of the shutdown. Republican leaders are also discussing a potential interim budget plan. Dozens of different options are under consideration, including extending funding until January 21st or March 2026. While White House officials want the funding to be as long-term as possible, pro-defense Republicans are wary of the idea. Thune said an interim plan expiring in December 2025 was “not feasible.” Republicans have proposed expediting bipartisan budget packages once the government reopens. The first would include funding for the Department of Agriculture, and the second would cover the Departments of Defense and Health and Labor. However, this proposal has yet to convince Democrats. Democrats' biggest concern about the shutdown is healthcare. Thune said President Donald Trump is willing to meet with Democrats to discuss extending Affordable Care Act (Obamacare) subsidies if the government reopens. *This is not investment advice.
